Catandungan Festival: A Celebration of Unity in Diversity

October 24, 1995 marks the first staging of Catandungan Festival, coinciding with the celebration of the 50th foundation anniversary of Catanduanes to mark the historical date of its independence from the province of Albay.

Spearheaded by the Provincial Government of Catanduanes, the celebration was conceptualized as a season for Catandunganons to look into their past with appreciation and to make them aware of their history and culture as a people.

Through the years, the festival has evolved with the bigger goal of promoting the tourism potentials of the island – showcasing its natural, historic, cultural, educational, scenic and recreational resources.

Catandungan Festival has set the ambience of fun and pageantry as a celebration of life and lights. It is a celebration that showcases the Catandungan’s rich history, arts and culture, religious, trade and industry and tourism through a variety of special events, beauty pageant, sports, exhibitions, tournaments, recreation and bringing into life the Virac Heroes Memorial Fountain as the center of the Catandungan Festival celebration.

Adding more thrill and adventure is a special event reeling with surf, sand and sun featuring the tourism icon of the province, the “Majestic” waves at Puraran Beach. Surfing competition with sidelight events like frisbee, wall climbing and the likes take centerfold at Puraran Beach amidst the backdrop of scintillating coves and rolling hills.

Capitalizing on Catanduanes’ diverse attractions from forested peaks, rugged terrains, majestic waves down to a lush underwater world, which through the years still remains to be seen and experienced, sweetly agreed by an ever developing economy and shared by tropically warm people, the Festival tells of people and places, products and traditions, encapsulating the essence of being Catandunganons.

With the local chief executives of the eleven towns starting to appreciate the real meaning of holding a festival beyond fanfare instead, considering it as a vehicle of promoting the distinct and unique features of each municipality, several festivals are now starting to thrive and bloom in the island. From the Lasa Festival of Caramoran, Dinahit of Pandan, Manok-manok of Bagamanoc, Paray of Viga, Kinis of Panganiban, Tinagcrosan of Bato, Abaca of San Miguel, Badas of Baras, Maparoy of Gigmoto down to Calo of San Andres and Sarimagyo of Virac, the Catandungan Festival serves as a kaleidoscope of all festivals in the island. It unifies the color and divergence of the various festivals flourishing in the island.

It’s about you and me; it’s about us; it’s about Catanduanes - people, places, products, traditions; its about our diversity yet we find commonality in being our islanders.

It’s about the people of Catanduanes, our characteristic as steely islanders who prevail and weather all forms of challenges, natural or otherwise, because of our unyielding spirit.

It banners the island’s soul – the unyielding spirit of a true Catandunganon - just like the storms that test our strength and perseverance.

The festival is envisioned to create a vibrant economy in the province of Catanduanes brought by the increased number in tourist arrivals translated into more revenues coming in and spreading its benefits to transport, accommodation, restaurants, resorts, souvenirs and other tourism-related industries. It is aimed to bring to the fore a global image of grandeur, magnificence and amazingly attractive wealth of wonders dotting the island province, waiting to be explored.

Catanduanes Stages Extreme Race

MANILA, Philippines - Catanduanes will stage the second island adventure race on Oct. 23 dubbed Isla Karera as part of the province’s 16th Catandungan Festival celebrations.

Patterned after the triathlon and The Amazing Race, the extreme sporting event is set over 107 kilometers from Virac’s provincial capitol and back.

The event, featuring bike race, canoe ride, running and rappelling, is expected to be completed within 10 hours.

According to Catanduanes Gov. Joseph Cua, Isla Karera aims to showcase the province as a sports and adventure tourism haven because of its natural wonders which are ideal for extreme outdoor events.

Situated on the Pacific side, Catanduanes is included in the world’s surfing circuit because of the Majestic Surfing Site, so-called because of its big waves.

A Surfvivor Clinic and Exhibition is also being held till tomorrow in Puraran beach, Baras with the country’s top surfers taking part.

21 Catanduanes Producers to Join Orgullo Kan Bikol Trade Fair

Twenty-one local producers in Catanduanes are joining this year’s Orgullo Kan Bikol (OKB) Trade Fair at the SM Megamall on October 7-10.

The OKB Trade Fair is an annual marketing activity being jointly undertaken by the DTI Region V and the OK Bikol Association Inc., a private organization composed of producers from the 6 Bicol provinces. The purpose of the trade fair is to provide better opportunities for Bicol products to be exposed to a wider range of market.

Catanduanes producers who will participate in this year’s OKB trade fair are (grouped according to products to be displayed): Catanduanes Bazaar, Gloissan Craft, Sudsea Product Co. Ltd., Buyo Caragumoy Product Producers Association and other CARP products, Pandan Women Weavers Association, Nizzach Crafts, Fiber Art Handicraft Enterprises, Lydia’s Native Products, Lucky F. Trading and Handicraft (wearables, fashion accessories and giftwares group); – Etbal Enterprises, Nilda Traquena Furniture and Handicraft (furniture group); Elpedes Pancit Factory, Sarilikha Food Products and Virac Pili Processors Association, Inc. (food group). The RuMEPP, a special program by the DTI, is also sending its own group of four (4) producers.

OKB Bikol is now on its 14th year of staging and is now considered the country’s longest-running DTI-organized fair. For the past 14 years, Catanduanes has for several times earned the “Top Seller” record, averaging sales of about Php2.0M per year. A large bulk of these sales is contributed by the furniture sector.

Boosting Catanduanes’s participation to this annual fair is the DTI’s continuing technical assistance, and the support from the provincial and municipal governments in terms of financial assistance. This coming OKB fair, the provincial government has provided for 50% of the producer’s participation fee and hauling cost, or about P60,000.00. The municipal government of Virac likewise has also extended financial support to Virac Pili Processors Association, Inc.

Interestingly, Valenzuela City Councilor Soledad Shalani, the beauteous girlfriend of President Noynoy Aquino who hails from Catanduanes, is expected to deliver an inspirational message during the opening program for this trade fair. The local producers are anticipating that Ms. Shalani’s presence in this event could open opportunities for them in terms of right connections to support their technical and marketing needs.

Catanduanes Gears Up for All-Green Energy

The long craggy road on the side of a mountain leading to Barangay Obi in this third class municipality speaks volumes of how naturally rich yet economically depressed this side of the island province could be.

But a multimillion-peso investment, a 1.5-megawatt hydropower plant, down the rough village road sparks hope not just for its nearby communities but also for the entire island province.

Catanduanes Gov. Joseph Cua said the hydropower facility of the Sunwest Water and Electric Company, Inc. which is now being commissioned and will soon be inaugurated, will finally help stabilize the power situation in the province and at the same time create opportunities for investments.

“Power here is unstable mainly because the old engines (of the government-owned power generation facilities) are always in trouble and the transmission lines are defective,” Cua said.

These technical problems result in power shortage, which requires frequent load shedding and rotating brownouts, mostly affecting provincial outskirts.

“The provincial government cannot do anything because we are dependent on the NPC (National Power Corporation) and the Ficelco (the local power cooperative in the province),” Cua said.

Economic zone

Cua added that the commissioning of Suweco’s Obi hydropower plant can help realize his administration’s vision to create an economic zone for Catanduanes.

“If there is stable power supply and if we can work to make energy cheaper, we can invite business investors and create new industries. For example, we can host an ice plant and export ice if we have cheaper energy,” Cua said.

Catanduanes Rep. Cesar Sarmiento said Suweco’s hydropower projects will help address the island’s power problem by providing a more stable supply of electricity.

“Hopefully, the regular brownouts in the island will be resolved and that power rates will also decrease,” Sarmiento said.

He added that power stability is one of the keys to boost investments as well as tourism and business activities in the island province.

The Obi power facility is the first of three hydropower plants on Suweco’s pipeline. The other one in Barangay Solong in San Miguel town is on the final phase of testing while the one in Barangay Paraiso in the same town is yet to be constructed.

“Altogether, the three power plants are seen to meet 100 percent of the island’s 6.5-megawatt power demand and, when this happens, Catanduanes will be the first province in the country to fully rely on green energy,” said Suweco president Jose Sylvestre Natividad.

Elizaldy S. Co, chairman of the board of the Sunwest Group of Companies, said that Suweco’s hydropower plants will help lessen the national government’s spending on missionary electrification by P80 million to P100 million yearly.

“By providing renewable energy, we also help save the environment by helping reduce greenhouse gas emissions from conventional oil-based energy sources,” Co said.

The First Catanduanes Electric Cooperative, Inc., the only power distributor in the province with over 35,000 consumers is hopeful on Suweco that it will resolve the island’s power supply deficiency.

Aurora Roxanne Tabirara said that though the 315 villages in all 12 towns are 100 percent energized, there is usually a lack of power supply because of the deficient power generation facilities.

Edwin Tatel, cluster head of the Catanduanes Grid of the National Power Corp.’s Small Power Utilities Group, earlier said the maximum system demand last July was 7 megawatts during peak hours, with an off-peak demand of 5 megawatts.

Catanduanes, with its 232,000 inhabitants, has a power demand that grows 10 percent annually.

The island’s generating system is composed of two diesel power plants in Bato and Viga, the Balongbong hydropower plant, Power Barge 110, four mobile gensets rented from Monark and a 3.6-MW bunker-fuel genset operated by the private company Catanduanes Power Generation Inc.

Suweco’s P314-million hydropower plant in Barangay Solong in San Miguel has a rated capacity of 2.1 MW while its P213-million plant in Barangay Obi in Caramoran has a rated capacity of 1.5 MW

Revenues and employment

Caramoran Mayor Agnes Popa said the Suweco hydropower plant will significantly increase the revenues of her municipality of 26,000 residents and uplift its economy by opening doors for future investments.

She added that the hydropower plant helped generate hundreds of jobs for the locals, who would mainly rely on farming and fishing.

“As power becomes more stable and as we work in partnership with the private sector to improve infrastructure, I believe more investments will come. Then we can also start developing ecotourism sites in our municipality,” Popa said in a phone interview.

VP Binay to Grace 2010 Catandungan Festival

Vice President Jejomar Binay has been invited as the main guest of this year’s Catandungan Festival on Oct. 18-24 to be held in celebration of the province’s 65th foundation anniversary.

Vice Governor Jose J. Teves, Jr., who was named by Gov. Joseph C. Cua as chairman of the steering committee, said the tentative schedule of the festival activities has been set in consultation with the committee members and stakeholders in a meeting held the other Monday.



Here is the proposed festival schedule:

October 18-20 - Majestic Surfvivor Clinic and Exhibition at Puraran, Baras:
  • Day 1 - Opening program to start with a Mass at 3 P.M. followed by a Beer Plaza. 
  • Day 2 - Consists of a surfing clinic, beach volleyball and Frisbee competition, Bikini Open and Ginebra Bluefest.
  • Day 3 - The awarding ceremonies and party is on.
October 21 - Biodiversity Meeting (BIOME 2010):
  • Experts and stakeholders discuss Climate Change, Sustainable Development, Innovations, Political Ecology and Social Representations on Nature Conservation.
October 21 – Binbining Catandungan beauty pageant.

October 22 - Concelebrated Mass (Virac Cathedral) at 7 AM; DLC Exhibition ( Virac Fountain) at 8 AM; Opening Program (Virac Fountain) with VP Binay as guest of honor at 10 AM; Opening of OTOP Christmas Bazaar (JMA Memorial Park) at 11 AM; Civil Military Parade at 1 PM; Festival of Festivals Showdown Streetdancing (Virac Fountain) at 2 PM; and, Kundiman Fiesta (Plaza Rizal) at 7 PM.

Fishermen in Bato Barangay Catch 5 Sea Turtles in 9 days

Three fishermen in Binanwahan, Bato have caught five sea turtles in their nets in nine days starting two weeks ago, indicating that the sea grass beds of Cabugao Bay have become a feeding ground for the marine turtles.

The extraordinary event began Sept. 14, when Allan Balmadrid, 54, accidentally captured a green sea turtle (Chelonia mydas) in his fishing nets while the turtle was feeding at the sea bottom around 100 meters from the shoreline. The find was immediately reported by municipal; agriculturist Lito Barba to Edith Milan, section chief of the CENRO’s Protected Areas and Wildlife Bureau.

Milan said the turtle weighed 20 kilograms, with a carapace 50 centimeters long and 45 centimeters wide. It was released back to sea at 4:25 P.M. with tag number PH0555c.

Three days later, on Sept. 17, Balmadrid again accidentally found another "pawikan" of the same species in his net, this time a 25-kilo turtle with a carapace 56 centimeter long and 51 centimeters wide. It was tagged and released by CENRO’s Milan at 3:45 P.M. on the same day.

Balmadrid’s ‘luck’ was not yet over, as on Sept. 20, at around 11 A.M., his net again snagged a 20-kilogram green sea turtle, which he released at the beach at noon after learning that the CENRO had ran out of tags.

The fisherman, who is married with six childen, three of whom are still studying, said he did not hesitate in deciding to release the sea turtles despite his colleagues’ advice that they keep and slaughter the animals. "The turtles seem to drive fish towards our net," Balmadrid said.

Barangay captain Rustum Asejo told the Tribune that in the following days, two other fishermen –Fernando Tapit and Eduardo Santos - also caught sea turtles in their nets on Sept 21 and 23, respectively. They released the animals immediately back to sea.

Asejo, who said he has been telling local fishermen to release turtles caught in their nets, informed that this is the first time he has heard of that many turtles caught at one time. He joined Balmadrid in speculating that the turtles may be laying eggs at the sandy shore near Binanwahan bridge as their tracks have been spotted in the area. The area where the turtles were caught is limited to the sea just off Binanwahan bridge as there are no reports of fishermen catching turtles in the sea off neighboring villages.

Many fishermen in the neighboring villages in the Cabugao area engage in fishing using fine mesh nets, "ambit" and "sinsoro," with the latter requiring 30 persons. Asejo said that at present there are four "sinsoros" in Binanwahan and four more in Cabugao, but the practice, which is prohibited by law, does not deplete the fish population as it is not done on a daily basis.

The village chief said he underwent a one-day seminar together with Sipi barangay chairman Nilo Teople and members of the local Protected Areas and Wildlife Board at the DENR where the issue of what to do with sea turtles caught by fishermen was briefly discussed. He said the meeting did not say what they would do if they found turtle eggs laid on their shores.

In the early 70’s, they said, a bulldozer working on the barge landing site near the Ficelco compound accidentally uncovered a huge turtle nest. "The people found it difficult to haul away the eggs, there were so many of them," Balmadrid recounted.

Balmadrid and the barangay captain also told the Tribune that sometime in 2002, Eduardo Santos caught a "binililan na pawikan" (probably a leatherback sea turtle) weighing about 50 kilograms. The find was reported to the DENR, whose personnel got the turtle purportedly for tagging. Santos soon learned that the unreleased turtle died days later and was butchered by the DENR personnel, who gave him just a kilo of the turtle meat.

According to Milan, some fishermen in the area wantonly kill captured marine turtles. Republic Act 9147, otherwise known as the "Wildlife Resources Conservation and Protection Act," imposes heavy penalties on the collection, killing and trading of critically endangered and endangered species, including marine turtles. Those found guilty could face fines ranging from P500,000 to a million pesos and years of imprisonment.

DepEd: All Systems Go for World Teachers' Day‎

"The Department of Education and our partners are ready for the grand celebration of World Teachers' Day on October 5. Because our dear teachers work hard in their profession, we've also prepared hard to give them the utmost recognition they deserve on this special day," said Education Secretary Armin Luistro.

Through the collaboration of various divisions, centers, and units of DepEd Central Office, in partnership with other government agencies, preparations for the World Teachers' Day have been finalized. With the theme, "My Teacher, My Hero," different partners and institutions have contributed to make this event possible as they publicly express their support to the growth and development of teaching profession in the country.

"We are hoping that through this celebration, with all efforts put into it, we will achieve our very purpose of putting our teachers in the pedestal because that is where they should be. They are noble souls who teach simply to make a positive difference," told Luistro.

The October 5 celebration will be held at the PhilSports Arena (formerly ULTRA). Among the personalities who will grace the event are Commission on Higher Education Chairman Patricia Licuanan, Technical Education and Skills Development Authority Director-General Joel Villanueva. The department has also invited the President, vice-president, members of the upper and lower houses, and cabinet members.

7 year old Cris 'Kesz' Valdez, a member of the Dynamic Teen Company, will be at the forefront of this tribute by leading the national prayer for teachers. The prayer will be done simultaneously nationwide at 10:05 AM.

"I am sure each one of us has a recollection of a particular teacher who, as we matured, has become even dearer and appreciated. Teachers inevitably will leave a mark on us and influence how we deal with lifes challenges. This is how powerful our teachers are and this is the very reason why we are making October 5 officially their day," furthered Luistro.

Luistro called upon the participation of everybody to make this event memorable, honoring the teaching profession that opens minds and expands hearts so that each generation makes this world better for succeeding ones.

Simultaneous to the PhilSports Arena event, there will also be various activities within the DepEd Complex. There will be an open house in all offices from 8AM-5PM; Medical Check-up and Health Services by the Health and Nutrition Center from 9AM-5PM; Promotional Booth and product sampling by the Administrative/General Services Division from 9AM-5PM; Workshops on Wellness and Stress Management from 9AM-5PM, Personality and Communication Skills Enhancement from 1:30-2:30PM, and Livelihood/Entrepreneurial Skills from 2:30-5PM by the Human Resource and Development Service. - DepEd
