Commuter Trains to Ply Tagkawayan to Guinobatan Route by Mid-2010

LEGAZPI CITY, Feb. 10 - The Bicol Commuter Service extension, under the Southrail Linkage project of the Philippine National Railways (PNR), will start its full operation in July this year.

PNR executive chief of staff Nicolas Priela said the commuter service extension project from Tagkawayan, Quezon to Guinobatan, Albay is expected to be completed mid-year of 2010.

"This is part of the Short Term Strategic Goals 2010 for Bicol rail project. Our target start of operation for the Manila-Bicol line is May this year while the full rehabilitation of the existing narrow gauge from Manila to Legazpi Line for passengers, freight and local commuter services operation is expected to be completed until 2018," Priela said.

The Bicol commuter service started its operation last December 16, 2009, initially covering Ligao, Albay-Naga City-Sipocot, Camarines Sur section and is fast gaining ridership and revenue.

Priela said the construction of some bridges in the Southrail is still ongoing as well as other facilities and widening of embankments.

"The communication facilities in Tagkawayan, Quezon to Ligao, Albay have been restored and the repair of two locomotives and five coaches in Naga are now operational," he added.

Priela said new coaches are expected to arrive in the country and one unit is reserved to Bikol for the Manila-Naga route.

However, the upgrading and implementation of the Southrail and Sorsogon extension project will also start this year under a standard gauge system for the express passenger train and inter connectivity with the North rail -phase 1 Caloocan to Lucena; phase l-B Lucena to Legazpi; phase -ll extension commuters Daraga, Albay to Matnog, Sorsogon to connect with the Eastern Nautical Highway.

Priela also explained that the PNR management is also welcoming private partners to improve the rail transportation.

"The management is implementing the operational fund of the PNR very wisely hoping and improve its revenue collection to achieve our goal -which is self sustaining," he said.

Priela said PNR is still being subsidized by the national government.

"The government's subsidy to PNR is P35 million. This is a little bit smaller than last year due to improvement of revenue management," he said. (PNA)

Google Earth Tour: Philippines International Airports

I was in Legazpi city the other month. And had a conversation with a local telling me about the construction of a P3.4-billion Southern Luzon International Airport in Daraga, Albay. She was asking me about, how big would it be. So I thought of creating a Google Earth Tour to showcase Philippine international airports to give us an idea, how big is the project.

Dugui Too: Nature Trip

One of the barangay in Virac. Experienced the thrill of hiking on a steep zigzag road gyrating from mountain to mountain; towering heights of limestone cliffs to cyrstal water as cold as ice dancing gracefully over the stone.

Lack of Passengers Force PAL Express to Suspend Flights - CT

The budget airline PAL Express unexpectedly suspended its flights along the Manila-Virac-Manila route last week reportedly due to declining passengers.

PAL Express’ Q400 aircraft took off on its last outbound flight on Jan. 24, leaving air commuters who have already bought promo tickets for their summer vacation here perplexed and exasperated. A source told the Tribune that the management has yet to decide when the flights would resume. The airline’s pullout leaves Cebu Pacific Airlines and Zest Airlines to fight over PAL Express’ market share in terms of passengers.

Records show that for the 10-month period from March 2009 to December 2009, Cebu Pacific got the lion’s share of 62,521 passengers at 45.5%, with PAL Express at 35.4% and Zest Airlines at 19.2%.

While PAL Express had the second biggest share of passenger traffic, its share actually declined from a high of 50% in May 2009, falling to a low of 18% in September before recovering to 24% in December last year.

Its Load Factor, or the ratio of actual passengers over available seats, also fell from 80% in May 2009 to just 46.2% in December.

PAL Express had an average load Factor of 51.48% for the same 10-month period, compared to Cebu Pacific’s 75.48% and Zest’s 61.38%. It’s Dispatch Reliability, which reflected the actual and projected number of flights, was at an average of 92.64%, lower than Cebu Pacific’s 97.02% and Zest’s 94.84%.

Passengers have also complained about PAL Express’ tendency to cancel flights after several hours of delay even during fine weather, earning its management an official complaint signed by frustrated and angry passengers at one time.

Prior to its flight suspension, PAL Express’ Q400 aircraft offered the most number of seats at 76, with Cebu Pacific’s ATR 72 at 72 seats and Zest’s MA-60 at 56 seats.

Sorsogon, Naga City Bets bag Palaro Crowns

Crowd favorite Gioseppe Alden A. Hilotin of Sorsogon Province and Miss Talent Sheena Mae O. San Buenaventura of Naga City were crowned G. at Bb. Palaro 2010 Saturday night, January 30 at the Daet Agro Sports Center.

Hilotin, 15, of Magallanes National HS and top sports achiever Buenaventura, 15, of Naga College Foundation bested 22 equally-competitive stunners from 12 province and city divisions in the region.

Other winners in the annual search for bonafide Palaro athletes with beauty, body and brains to boot include best in festival attire winner Aram G. Perez Garbo of Naga City and Gabriella Pacita M. Furtado of Iriga City, 1st runners-up; best in barong, best in delegation uniform and Mr. Photogenic Daniel M. Lagatic of Iriga City and Ms. Photogenic Janine R. Rebosura of Masbate Province, 2nd runners-up; John Gilbert Briol of Masbate City and best in festival attire and best in production number winner Patricia Nicole Carmela Chua Razo of Sorsogon Province, 3rd runners-up; and half-Arab Saeed Ahmed Tanggo of Tabaco City and Ms. Congeniality Mary Ross L. Vasquez of Camarines Norte, 4th runners-up.

Special awards were also given to Ms. Camarines Sur Javilyn A. Sinfuego, best in evening gown; Ms. Legaspi City Justine Dale R. Reolo, most eloquent; Ms. Sorsogon City Blight Z. Echavia, best in delegation uniform; Mr. Masbate John Cedrick M. Silvestre, Mr. Congeniality; Mr. Ligao City Nathanael B. Ortiz, best in production number and Mr. Cam. Sur Bryan Yot M. Tan, top sports achiever.

In attendance during the five-hour competition, which Dr Orfelina O. Tuy, Asst. Regional Director, hailed as the best Palaro pageant ever, were DepEd-ROV chiefs, schools division superintendents and top local fashion designers and beauty consultants who sat as jurors.

Dr. Frankie Bulalacao, Dr. Merle Fontanilla, Division Coordinators Mrs. Nelie C. Sangcap and Mrs. Lutgarda Ferrer, Asst. Athletic Manager Ms. Merly Landagan, Cultural Coordinators Ass’n. President Bernadette Benavidez and choreographer Mar Solomo Soltes organized the search.
