I came upon a newsletter about Innovative Financial Scheme for Sustainable Renewable Energy Project in Rural Areas in Vietnam, Philippines and Indonesia (IFRERA), co-funded by the EC-ASEAN Energy Facility for the period 2004-2006. IFRERA is a collaborative effort between IED, ETC, ADEME, IoE, and MBA, and the local authorities and investors in the concerned countries.
"Actually, the review of MHPP (Mini Hydro Power Plants) feasibility study for the site Lower Duigui, Catanduanes island in Philippines is underway to complete in May. The feasibility study will be reviewed by IED in collaboration with POC, a local partner, using the same hydrology data as was computed in 2000. This revised F/S report will be provided to POC during the third week of May 2005 to take an initial decision as to whether to pursue the F/S and process of investment preparation."I don't have no idea where lower Duigui is located but I find this project study forms part of the ongoing MHPP projects being undertaken.
Preliminary results for the technical feasibility study for the site located on the Catanduanes Island of the Philippines show that its size would be in the vicinity of 2000 kW and generate around 8 GWh/y."

The "POC" being mentioned is Power One Corp. I believe there's a Catandunganon officer in that corporation, hence I would say an interest to put a project that will service fellow catandunganons. There's another Catandunganon person who's also looking into ocean energy, I could not remember his name but met him once in a forum.
Lower Dugui was the project site and it is in the interior part of northwest Virac. From downtown it can be accessed thru the main road in Bigaa.
This project is already in the pipeline and has gone thru with consultation and agreements with FICELCO two years ago. But it turned out SUWECO is now pursuing this. I'm not sure about the details of the earlier deal with Power One, but it is looking more that SUWECO will develop the MHPP site in Lower Dugui. It's probably because they have a better financing plan as compared with Power One.

It is good to know that there are like minded Catandunganons who aspire for our energy independence.
We could aspire to be a leader in renewable energy development in the Philippines given the vast amount of resources we have, like the rain to run our hydropower, Pacific ocean to power our tidal/wave energy and typhoons to run our wind farms.
Eventually, this would change the perception of many, that Catanduanes after all is blessed, not only with our natural resources but with the people as well.
